Dr. Julie Marie Baldwin is the Associate Director of Research for the Justice Programs Office at American University. She specializes in translational and evaluation research with a focus on treatment courts, substance use and misuse, and subcultures including the military, law enforcement, and gangs.
Evan Elkin is the National Executive Director of Reclaiming Futures. He is a nationally respected innovator and leader in the field of juvenile justice, child welfare reform, mental health and substance abuse treatment, and youth development.
Zephi Francis is a Research Associate at American University’s Justice Programs Office. His research interests include racial and ethnic disparities in the criminal justice system, alternatives to mass incarceration, drug and alcohol use, and implementing evidence-based practices.
John Gallagher is an Associate Professor in the School of Social Work at Indiana University. His research agenda involves exploring the factors that may contribute to racial disparities in drug court outcomes and completing program evaluations for drug courts.

Preeti P. Menon is the Senior Associate Director at the Justice Programs Office. She has extensive experience in justice system policy development and criminal justice program operations and project management.
Darryl Turpin is the Co-Principal Investigator for Heat Time. Additionally, he is the Principal Investigator for clinical research with young, black men in the criminal justice system.
